DEMOCRATIC PRESIDENTIAL NOMINEE JOE BIDEN ATTENDED THE CNN PRESIDENTIAL TOWN HALL IN SCRANTON, PENNSYLVANIA, ON THURSDAY, SEPTEMBER 15TH, 2020.

Mercury’s CNN Town Hall dial-tests confirmed that Joe Biden has significant support among likely Democratic voters, generating strong overall dial-test ratings of 73% on a 0% to 100% scale. Among Republicans, Joe Biden’s ratings were weaker at 48%. However, Republican ratings for Joe Biden were considerably stronger than Democratic ratings of Donald Trump’s appearance on the ABC News Town Hall at 37%. Democratic voters are more negative to and more concerned by Donald Trump than Republican voters are of Joe Biden. Importantly, Independent voters provided Joe Biden with stronger overall average dial-test ratings of 60% versus their 48% rating of Donald Trump’s appearance.

Dial-test video results for each issue discussed in the town hall are included below, which make clear the specific issues on which Joe Biden’s positions attract voters and those where there is weakness. The results also make clear the issues in which Independent voters were more aligned with the ratings of Democratic likely voters, those where they are somewhere between Democrats and Republicans, and those where they are aligned with Republicans. Further insight is provided by examining the shaded areas in the video.  Using the ratings scale on the left, the area above the middle indicates the percentage of Republicans, Democrats and Independents who believe a moment is a “Great Moment” while the shaded area below the middle indicates the percentage of each group that believe that a statement that was made is “Not True”.

    White Privilege

    On the issue of White Privilege, Independent likely voters tracked much closer to Democrats than to Republicans. Democrats rated Joe Biden’s response with an overall average of 67.  Independents generally tracked the ratings of Democrats although with a weaker overall rating of 60. Republicans gave Joe Biden a lower average rating of 45.

    COVID Planning

    On the issue of COVID Planning, Independent likely voters tracked much closer to Republicans than to Democrats. Democrats rated Joe Biden’s response with an overall average of 70.  Independents generally tracked the ratings of Republicans although with a weaker overall rating of 54. Republicans gave Joe Biden a lower average rating of 47.

    Homicide Rates

    On the issue of Homicide Rates, Independent likely voters tracked much closer to Republicans than to Democrats. Democrats rated Joe Biden’s response with an overall average of 70.  Independents generally tracked the ratings of Republicans and provided an identical overall average rating of 52. Republicans also provided Joe Biden with a rating of 52.

    Disrespect for Law Enforcement

    On the issue of Disrespect for Law Enforcement, Independent likely voters tracked much closer to Republicans than to Democrats. Democrats rated Joe Biden’s response with an overall average of 74.  Independents generally tracked the ratings of Republicans and provided a similar overall average rating of 56. Republicans provided Joe Biden an average rating of 53.

    Reaching Across the Aisle

    On this issue of Reaching Across the Aisle, Independent likely voters tracked in the middle between Democrats and Republicans, indicating a real split in feelings about this issue. Democrats rated Joe Biden’s response with an overall average of 75.  Independents rated the video with a 59, while Republicans gave Joe Biden a lower average rating of 43.

    Trump’s Handling of Russia and China

    On the issue of Handling of Russia and China, Independent likely voters tracked somewhat closer to Republicans than to Democrats. Democrats rated Joe Biden’s response with an overall average of 72.  Independents generally tracked the ratings of Republicans and provided an overall average rating of 57. Republicans provided Joe Biden with a rating of 48.

    School Safety

    On this issue of School Safety, Independent likely voters tracked in the middle between Democrats and Republicans, although somewhat closer to Democrats. Democrats rated Joe Biden’s response with an overall average of 74.  Independents rated the video with a 63, while Republicans provided Joe Biden with a lower average rating of 49.

    Healthcare Worker Pay

    On the issue of Healthcare Worker Pay, Independent likely voters tracked closer to Democrats than to Republicans. Democrats rated Joe Biden’s response with an overall average of 74.  Independents generally tracked the ratings of Democrats although with a weaker overall rating of 64. Republicans gave Joe Biden a lower average rating of 49.

    Family Discussions Around Racial Injustice

    On the issue of Family Discussions Around Racial Injustice, Independent likely voters tracked closer to Democrats than to Republicans. Democrats rated Joe Biden’s response with an overall average of 75.  Independents generally tracked the ratings of Democrats although with a weaker overall rating of 69. Republicans provided Joe Biden with a lower average rating of 45.

    Farmer Assistance

    On the issue of Farmer Assistance, Independent likely voters tracked closer to Democrats than to Republicans. Democrats rated Joe Biden’s response with an overall average of 75.  Independents generally tracked the ratings of Democrats although with a weaker overall rating of 63. Republicans provided Joe Biden with a lower average rating of 40.

    Fracking

    On the issue of Fracking, Independent likely voters tracked almost identically to Republicans versus the ratings of Democrats. Democrats rated Joe Biden’s response with an overall average of 79.  Independents tracked the ratings of Republicans very closely and provided an overall average rating of 49. Republicans provided Joe Biden with an average rating of 45.

    Pandemic Messaging

    On this issue of Pandemic Messaging, Independent likely voters tracked somewhat in the middle between Democrats and Republicans, sometimes closer to Democrats and sometimes closer to Republicans.  Democrats rated Joe Biden’s response with an overall average of 79.  Independents rated the video with a 64, while Republicans provided Joe Biden with a lower average rating of 52.

    Mail-in Ballots / Voting

    On the issue of Mail-in Ballots, Independent likely voters tracked closer to Democrats than to Republicans. Democrats rated Joe Biden’s response with an overall average of 74.  Independents a rating of 66 while Republicans provided Joe Biden with a lower average rating of 50.

    Trade Competition

    On the issue of Trade Competition, Independent likely voters tracked closer to Democrats than to Republicans. Democrats rated Joe Biden’s response with an overall average of 71.  Independents generally tracked the ratings of Democrats although with a weaker overall rating of 64. Republicans provided Joe Biden with a lower average rating of 52.

    Green New Deal Support

    On this issue of the Green New Deal, Independent likely voters tracked closer to Democrats than to Republicans. Democrats rated Joe Biden’s response with an overall average of 72.  Independents rated the video with a 58, while Republicans provided Joe Biden with a lower average rating of 49.

    Green New Deal Too Much

    On the issue of whether the Green New Deal is too much, Independent likely voters tracked somewhat in the middle between Democrats and Republicans, sometimes closer to Democrats and sometimes closer to Republicans. Democrats rated Joe Biden’s response with an overall average of 59.  Independents generally tracked the ratings of Republicans and provided a lower overall average rating of 50. Republicans provided Joe Biden with a rating of 73.

    Presidential Rallies

    On the issue of the Presidential Rallies, Independent likely voters tracked somewhat in the middle between Democrats and Republicans, but somewhat closer to Democrats.  Democrats rated Joe Biden’s response with an overall average of 67.  Independents rated the video with a 60, while Republicans gave Joe Biden a lower average rating of 49.

    Affordable Healthcare

    On the issue of Affordable Healthcare, Independent likely voters tracked closer to Republicans than to Democrats. Democrats rated Joe Biden’s response with an overall average of 76.  Independents generally tracked the ratings of Republicans and provided a lower overall average rating of 52. Republicans provided Joe Biden with a rating of 46.
